Mobius report 71/2024 – The Development of Weapons in the Manipur Ethnic Conflict, India

In the passing month, there has been a step-up in the progression and use of more advanced weapons in the conflict between the Meiteis and the Kukis in India’s Manipur region. Two armed UAV attacks targeting Meitei residential areas were documented for the first time on September 1 and 2, 2024. In addition, two improvised rocket attacks targeting residential areas were documented on September 6, 2024 – one in the early morning and the other in the afternoon. Civilian casualties were reported from both the armed UAV and improvised rocket attacks.

The abovementioned are the first documented attacks using armed UAVs and improvised rockets in Manipur. These attacks are unprecedented within the Manipur conflict and represent an escalation in terms of the use of more advanced weapons, as well as increasing the range of damage. A shift toward this kind of ammunition in an ethnic conflict changes the rules of the game and the scale of the conflict.
