On February 3, 2025, the State Security Service of the Republic of Azerbaijan and the Ministry of Internal Affairs jointly announced the successful execution of a counterterrorism operation targeting Islamic State cells within the nation. The operation resulted in the seizure of weapons and IED components, as well as the neutralization and apprehension of several IS operatives. This counterterrorism initiative was executed in response to the first officially acknowledged IS attack in Azerbaijan, which took place in September 2024. Although the documentation from this incident suggests these terrorist cells possessed limited expertise in IED assembly, the emergence of organized IS cells and their capability to prepare IEDs marks an unusual development in a country that until recently, had not experienced IS-related terrorist attacks.
