Mobius report 26/2025 – Exploitation of Youth in IED Attacks in Ukraine

On March 11, 2025, an IED initiated near the railroad station in central Ivano-Frankivsk, in western Ukraine, killing a 17-year-old and seriously injuring a 15-year-old.

In recent months, Ukrainian authorities have repeatedly documented a new TTP employed by Russian intelligence: recruiting local youth via Telegram channels to carry out IED attacks in exchange for money. Recruits are systematically guided through each phase of the operation, culminating in the execution of the attack.

Another emerging TTP involves the premature initiation of IEDs – often near the intended target – while still in the perpetrators’ possession. Ukrainian investigators assess this as a deliberate tactic used by Russian handlers to eliminate the operatives and prevent their capture and interrogation.
