Mobius report 27/2026 – Foiled Wi-Fi-Based IED Attack, Moscow, Russia

On April 3, 2026, a planned assassination attack was foiled in Moscow, Russia, at the entrance to a business center. An IED concealed in the trunk compartment of an electric scooter was neutralized; it was intended for remote detonation against a target present at the scene. The IED comprised plastic explosive, fragmentation in the form of bolts and nuts, and a remote initiation system based on a Wi-Fi-enabled smart switch connected to a 4G modem.

The use of Wi-Fi-based RC initiation systems is rare and has been documented in only a limited number of cases worldwide, including in Pakistan, Colombia, Ukraine, and Russia. Despite the inherent range limitations of Wi-Fi systems, attempts to employ such mechanisms in IED attacks continue to be observed.
