Mobius report 44/2026 – Attacks on Russia’s Shadow Fleet

On May 20, 2026, Russian authorities reported the neutralization of a limpet mine attached to a gas carrier after it departed from the Port of Antwerp, Belgium, and arrived at the Russian port of Ust-Luga, in Leningrad Oblast, northwestern Russia. Over the past two years, Russia’s shadow fleet has increasingly become the target of attacks in the Baltic and Mediterranean Seas, employing limpet mines attached to vessel hulls outside the engine room area, as well as unmanned surface vessels used to attack ships.
