In
recent months, a Telegram channel called
“Devotion and Loyalty,” which is part of a Tajik network affiliated with the
Islamic State – Khorasan Province (ISKP,) published intensified communiqués regarding
money transfers aimed to raise funds for ISKP militants fighting in
Afghanistan. The channel suggested several ways of transferring money to
ISKP, with the most commonly mentioned one being QIWI Wallet – a popular
payment system in Russia and the Commonwealth of Independent States (CIS) countries.
The Devotion and Loyalty channel also posted an instructional video explaining
how to donate to a group’s QIWI Wallet using an ATM or via the Sberbank Online
application.
