On May 25, 2023, the Federal Security Service of the Russian Federation announced their capture of a Ukrainian sabotage cell responsible for planning IED attacks against electrical infrastructure targets in several regions in Russia.
According to the FSB, on the eve of Victory Day (May 9,) the Ukrainian terrorist group planned to attack over 30 high-voltage electricity towers supplying power to the Leningrad and Kalinin nuclear power plants in northwestern Russia. Had the attack been successful, it would have led to the shutdown of the nuclear reactors, and the disruption of the operation of the nuclear power plants.
The IEDs seized by the FSB were triangular and rectangular in shape, molded to match the configuration of the electricity towers, and the initiation systems were based on commercial electronic timers. The detection of the IEDs was the result of the investigation of a partially successful attack in early May, in Leningrad and Tver oblasts, in which electricity towers were downed, and additional identical IEDs were found attached to other electricity towers a few days later.
