On August 28, 2023, documentation of a sandal IED surfaced on Afghan social media, with reports claiming it was intended to be used by a Tajik Islamic State Khorasan Province suicide bomber in a PBIED assassination targeting the Taliban’s senior ideologue and head of the Kabul Ulema Council. In the last year, ISKP has favored and focused on assassinating high ranking religious, security and political figures, using suicide bombers among other attack TTPs. This tactical focus requires substantial advance preparation and knowledge about the target and destination, as well as highly trained individuals who can deliver IEDs to the target in a clandestine manner. IEDs concealed in footwear are rarely documented. However, this is a familiar tactic that became well-known after an attempted attack by Richard Reid (the “Shoe Bomber.”) Since then, this tactic has been seen employed in both PBIED and IED attack TTPs in Afghanistan and the Middle East.
