During March 2024, Russian security forces attempted to arrest a citizen of Belarus, who was en route to carry out an IED attack. During the arrest, the IED the suspect was holding in his hands initiated, killing him on the spot, but causing no other casualties or damage. This incident followed an explosion three weeks earlier on a bridge used for railroad traffic in Russia’s Samara Oblast. Meanwhile, in the Republic of Karelia, part of Northwestern Federal District, hundreds of kilometers away, in northwestern Russia, another Belarussian citizen who planned to carry out an attack against a Russian target was killed by security forces as he was resisting arrest.
