For many years, the Islamic State has coordinated attacks in Russia via individuals and cells originating from Central Asia and militant-jihad adherents from the Caucasus region. In 2024, the Islamic State and adherents of the group carried out several successful shooting attacks, including the deadly March 2024 IS coordinated attack in Crocus City Hall in Krasnogorsk, near Moscow, which resulted in hundreds of casualties.
The pattern of IED production remains relatively consistent with that of previous years and includes the synthesis of HME, and the use of RC initiation systems based on commercial receivers and transmitters. These IEDs are typically intended for use against public transportation stations.
A notable exception was the thwarted December 2024 VBIED plot against a police station in Moscow, which, according to Russian reports, was coordinated by members and handlers from the Islamic State Khorasan Province (ISKP) – the IS affiliate operating in Afghanistan, also known as “Wilayat Khorasan.”
