Mobius report 25/2025 – Booby-Trapped Parcel IEDs, Russia

On March 13, 2025, the Federal Security Service of the Russian Federation reported that booby-trapped IEDs camouflaged in perfume boxes, intended for delivery to Russian military officials, had been intercepted at Chelyabinsk Airport, in southern Russia, near the border with Kazakhstan.

The IEDs were reportedly part of a series of covert operations attributed to Ukrainian agents, who allegedly attempted to send the parcel IEDs to high-value targets in Russia. This TTP is considered relatively uncommon, as Ukrainian agents typically employ more direct tactics, such as using couriers to deliver parcel IEDs, or ambushing targets at routine transit points or along established patterns of known movement.
