On September 3, 2023, four IEDs were discovered in a backpack in a clothing store adjacent to a mall in the city of Iligan, in Northern Mindanao, in the Philippines. According to authorities, the IEDs, which were connected to RC initiation systems, lacked components required for a successful detonation. According to the documentation and our assessment, the IEDs were not assembled in a professional manner. The incident took place just a few days after the start of the Iligan Diyandi Festival – a month-long multi-cultural celebration culminating with a commemoration on September 29 to honor Iligan’s patron saint, the Archangel Michael.
Several terrorist groups are known to operate in this area, with a notable recent increase in activity by the Islamic State East Asia Province.
