Mobius 13/2025 – The Use of Surveillance Cameras in IED Incidents in Ukraine

In late January 2025, the Security Service of Ukraine and the National Police detained Russian agents in Zhytomyr, in northwestern Ukraine. The agents were preparing to ambush a police patrol that was supposed to arrive in response to a fake emergency call. To facilitate this plan, the suspects had rented an apartment in advance, where they concealed two IEDs.

One of the IEDs was hidden in a stuffed toy, while the other was connected to a mobile phone, whose camera was positioned to monitor the entrance to the apartment. The agents planned to initiate both IEDs remotely when the police officers entered the premises.

The use of cameras in IED attacks has become an increasing trend across various conflict zones, particularly in Ukraine. Cameras are employed for multiple purposes: to gather intelligence before an attack, to monitor the scene for precise initiation timing, and to document the attack and its aftermath.
