Mobius report 57/2023 – Islamic State in Somalia IEDs in Puntland

In mid-February 2023, Puntland security forces in Somalia neutralized RCIEDs at two different locations. The area where the IEDs were found, and their configuration and initiation systems, were dissimilar to IEDs typically used by Al-Shabaab in northern Somalia and other parts of the country, suggesting these IEDs and initiation systems were employed by the Islamic State in Somalia. While ISS is still overshadowed by its far more deadly competitor, Al-Shabaab, it continues to maintain influence in northern Somalia, and from there, the group supervises its low-intensity insurgency, conducting occasional IED attacks and assassinations in the country. The threat posed by ISS is known to extend beyond the borders of Somalia, and in recent years, ISS has functioned as an enabler and facilitator of IS activity in the African continent and elsewhere.
