Mobius 34/2024 – ISCAP/ADF IEDs in Uganda and the DRC

On May 4, 2024, a joint military and police force raided a house in Kwata Zone, in Komamboga, in the Kawempe Division of Uganda’s capital, Kampala. Inside the rented house, the raiding force recovered a number of IEDs, reportedly connected in series. Three mobile phones, likely intended to be used as part of an RC initiation system, were seized, in addition to a syringe, two hand grenades, a 9 mm handgun and a magazine.
The number of IED attacks carried out by the Islamic State – Central Africa Province in Uganda and the Democratic Republic of Congo, particularly against Christian targets and targets that do not align with Islamic values, has risen in recent years. Concurrently, advances have been made in initiation systems, evolving from relatively rudimentary systems to IEDs fitted with sophisticated mobile phone-based systems that can be initiated either remotely or using delay mechanisms.
