The Islamic State has expanded its reach into Spanish-and Portuguese-speaking populations by leveraging a sophisticated digital infrastructure. Recent counterterrorism successes, most notably the dismantling of a Moroccan-Spanish cell and several arrests in Brazil, have uncovered a recruitment network. This network aggressively targets individuals via encrypted platforms such as Telegram and Rocket.Chat.

In recent years, IS adherents apprehended in Spain have appeared increasingly linked to North African IS members. These connections predominantly trace back to individuals from Morocco. The threat landscape continues to evolve as foreign fighters, many reportedly of North African origin, have been identified in IS strongholds in Puntland. The potential connection between the IS Somali affiliate and operatives in Morocco and Spain should not be overlooked.

The recent apprehension of the Moroccan-Spanish cell is concerning and suggests the potential involvement of IS African affiliates in directing attacks against “Al-Andalus,” the historical territory encompassing modern-day Spain and Portugal.
