Hydra report September 2026 – The Islamic State’s Recruitment in Africa

Digital platforms, most notably the peer-to-peer exchange Besira, serve as recruitment and travel-guidance hubs for individuals seeking to undertake Hijrah to IS-held territories, with discussions focused primarily on Islamic State West Africa Province and Islamic State Sahel Province areas in Africa. Recent discussions from late August 2026 reveal that potential migrants (Muhaajirs) face significant operational challenges and personal concerns.

In response, platform users actively debate solutions and practical strategies to help potential recruits successfully navigate these obstacles to reach local IS provinces. Users cite various severe military hazards alongside a lack of trusted contacts, which fuels fears of infiltration by government agents or Al-Qaeda. To navigate high-security regions like ISWAP-controlled northeastern Nigeria and ISSP networks in the northwest, users propose several tactical solutions. These include contactless night travel, mapping tools, adopting tourist cover stories, wiping digital footprints, and funding journeys through fraudulent loans converted into cryptocurrency or gold.

Additionally, the investigation examines pro-IS media disseminating IS-Somalia content in Somali and Swahili. Initially emerging on Rocket.Chat, this activity expanded to other platforms, including Element, SimpleX, and Facebook, with recent activity extending to WhatsApp communities and groups. These groups serve as a pipeline for the dissemination of inciting propaganda and regional recruitment.
