Hydra report April 2026 – Turkey Grapples with IS Sleeper Cells Amid Growing Threat from ISKP

The April 2026 attack on the Israeli consulate and the deadly December 2025 siege in Yalova underscore the significant repercussions of Turkey’s long-standing policy of engaging militant jihadists on its territory. While Turkey continues to serve primarily as a rear-echelon area for recruitment and fundraising, recent incidents reveal a concerning trend regarding the capability and intent of IS members to carry out domestic attacks. Furthermore, heightened counterinsurgency pressure in Syria and along the border has fueled the emergence of ISKP and radicalized networks in Central Asia, where cultural and linguistic similarities render the security threat particularly acute.
