Mobius report 33/2026 – RC Initiation Systems in Criminal IED Attacks in Peru

Recent incidents documented in Lima and La Libertad Region in Peru indicate the growing use of commercially available RC firing systems, including RC fireworks initiation systems adapted for IED initiation. Historically, criminal IED attacks in Peru relied primarily on manually initiated devices employing commercially available explosives, standard detonators, and pyrotechnic safety fuse. The transition toward RC initiation systems appears to have occurred relatively late compared to many other regions worldwide and may have been influenced in part by the growing number of work accidents involving perpetrators killed or injured while attempting to ignite, emplace, or throw explosive devices. These RC systems have appeared alongside the continued use of dynamite, emulsion explosives, non-electric detonators, and fragmentation-enhanced IEDs employed in extortion attacks targeting transport operators, markets, businesses, and nightlife venues.

The emergence of RC initiation systems in Peru’s criminal IED environment represents a notable development within a threat landscape that has until recently remained largely characterized by manually initiated IEDs and relatively low-complexity emplacement methods.
