Mobius report 22/2026 – Thwarted IED Attacks in Azerbaijan

In mid-March 2026, Azerbaijan’s State Security Service reported it had thwarted planned IED attacks and intelligence-gathering operations allegedly organized by Iran’s Islamic Revolutionary Guard Corps. According to Azerbaijani authorities, the plot involved smuggling IEDs and C-4 explosives into the country and targeting several sites, including the Baku–Tbilisi–Ceyhan oil pipeline, the Israeli Embassy in Baku, a Jewish community leader, and an Ashkenazi synagogue. Beyond inflicting casualties, the attacks were reportedly also designed to create panic and to damage Azerbaijan’s international reputation. Investigators said multiple IEDs were discovered in Baku and Garadagh District, while suspects also conducted reconnaissance for a planned assassination attempt against a public figure.
