Between March and May 2026, security forces in Syria raided several terror cells in Tartus Governorate in western Syria and other regions of the country, arresting operatives associated with Lebanese Hezbollah or accused of ties to the Assad regime, from whom weapons and IEDs were seized. The seized IEDs included improvised Claymore-type mines, explosively formed penetrators, and RC initiation systems. The IEDs and initiation systems exhibited characteristics indicative of serial production attributable to Iran-backed Shia militias. Identical EFPs have been documented over the past year in several incidents in Syria. Additionally, serial production of other types of unique small charges was documented, which may be intended for improvised loitering munitions. The documentation of these IEDs and initiation systems indicates an effort by actors, likely pro-Iranian, seeking to undermine the current Syrian regime through the continuous, high-quality production of new weapons for this purpose. Meanwhile, weapons smuggling attempts, assassinations, and attacks continue across Syria, which can also be partially attributed to external actors opposing the regime.
