The Islamic State Sahel Province continues to demonstrate significant structural resilience and organizational growth. Formally designated a full IS province in March 2022, the group capitalized on the wave of military coups in Sahelian countries and subsequent Western troop withdrawals to establish firm control over the tri-border area of Niger, Mali and Burkina Faso. Financially self-sufficient through local illicit economies and pragmatic ethnic alliances, ISSP has engaged in an intense, violent conflict with Jamaat Nusrah al-Islam wal-Muslimin while building an operational corridor into Nigeria backed by the Islamic State West Africa Province.
During 2026, ISSP demonstrated elevated operational capabilities illustrated by the attacks on two key airports in western Niger. Tactical recruitment and knowledge-sharing with ISWAP enabled ISSP to expand into northwestern Nigeria. Furthermore, some indications suggest the group leverages its Sahelian stronghold to facilitate external operations, maintaining recruitment, financing, and attack-planning networks extending into North Africa and Europe.
