Mobius Report – New ISCAP Attack TTPs, Beni, DRC

On June 27, 2021, two IED attacks struck different areas in Beni city, in the Democratic Republic of Congo’s North Kivu Province. On the morning of June 27, an IED initiated inside a Catholic church, injuring two women. On the evening of the same day, a PBIED was initiated near a liquor store in the city, killing the operative. 

Security forces linked the two incidents to the Allied Democratic Forces rebel group, whose origins are in Uganda, but both attacks were officially claimed by the Islamic State’s Central Africa Province.

While the Armed Forces of the DRC have previously recovered unexploded IEDs in rural areas across North Kivu, the abovementioned attacks mark the first documented incidents in which IEDs were used by ADF/ISCAP to attack civilian targets in the urban domain of Beni, suggesting an escalation in violent activity against the DRC.
