This month’s report reviews key developments within the Islamic State’s African network, with a primary focus on the Islamic State – Central Africa Province (ISCAP) following the release of its 18-minute documentary Jihad and Da’wah. The video combines historical framing, anti-Christian rhetoric, and direct threats toward both Christian and Muslim communities across Africa, with particular emphasis on the governments of the Democratic Republic of the Congo (DRC) and Uganda. Despite sustained pressure from regional security forces, ISCAP continues to demonstrate resilience, maintaining a high operational tempo and carrying out lethal attacks across eastern DRC.

The report traces the group’s evolution from its origins in the 1990s through its alignment with the Islamic State in 2017 and its formal provincial designation in 2019. Current leadership structures span Mambasa and Irumu in Ituri Province, and Beni and Lubero in North Kivu Province, where ISCAP continues to exploit fragmented governance, security vacuums, and persistent displacement. The October reporting period also reviews the group’s propaganda efforts, including its infographic summarizing activity between June and August 2025, highlighting sustained violence despite multi-year FARDC–UPDF counterinsurgency operations.

The report additionally covers Islamic State activity in Mozambique through ISMP, where insurgent momentum remains elevated in Cabo Delgado and adjacent districts. ISMP messaging and attack claims point to continued targeting of Christian villages, security forces, and economic infrastructure. In South Africa, Islamic State–linked networks continue to leverage permissive financial and logistical environments, with kidnapping cells, facilitators, and radical online communities contributing to persistent security vulnerabilities.

Overall, this month’s findings underscore the adaptability of the Islamic State’s African provinces, the continued integration of media and operational campaigns, and the exploitation of regional governance gaps that allow IS-aligned networks to endure and regenerate across multiple theaters.
